Any assembly for the purpose of deliberating or judging (sunedrion, a "sitting together").

Among the Jews these councils were:

(1) The Sanhedrin.

(2) The lesser courts (Mt 10:17; Mk 13:9), of which there were two at Jerusalem and one in each town of Palestine.
